If the Romans were capable of copying and adapting types of military units, like what they did with Cataphracts, could they not have put greater efforts into forming a large corps of horse archers similar to those they would have encountered many times over the centuries on the steppes? Especially when confronted with enemies like the Huns.

Because they were able to gather steppe auxilliaries to do the job for them. The Parthians managed to get the shit kicked out of them several times by the Romans, even after Crassus' and Marc Antony's failed excursions (which were largely due to stupidity on their commander's parts, ignoring the terrain and what not), so clearly Steppe archers weren't as big of a deal as people seem to make out of them. The Mongols and Huns were an exception, not the rule.
