he had no charisma but maybe more intelligent and less dogmatic than Stalin, Beria was 54 when Stalin died so he had plenty of time to rule (maybe to 1980 or mid 80s) if he had control after Stalin's death, I guess there wouldn't be much change from what history went to, Beria would have been a much less brutal than Stalin because times changed, but he would have still been a more brutal than Brezhnev
Although he was as paranoid as Stalin, Beria was known to be much more lenient on some important issues. For example he was against setting up a puppet regime in East Germany because he predicted it would only raise tensions with the West. After Stalin's death he freed million people from gulags and cancelled several slave labor projects. It's hard to predict with certainity but he probably would've established better relations with the West than Khruschev. Khruschev was a loudmouth peasant idiot who made some really idiotic blunders.
Beria was smart and cunning. He would've ruled the country in a same way.

Basically there were tons of projects for Germany but they all failed because no agreement could be reached. One of the plans was to turn Germany into a big neutral buffer zone similar to Cold War Austria, over which both sides could conduct espionage and what not. There was also a plan to unify East Germany with West Germany, but with a large degree of autonomy and socialist form of government.
By Stalin's death it was already too late for such talks so Beria couldn't do much even if he wanted. He could've laxed on some issues but that's it.

Germany should have never been allowed to reunify. Based Maggie Thatcher and Miterrand were against it. So was public opinion in Europe, even as late as 1991.
