America after the world wars. Before that English was only spoken in the British colonies.

In the 18th century Britain was barely like the 6th most powerful country in Europe
As for their 19th century "hegemony" (which wasnt really one) it was really limited to within the borders of their empire of dust

Basically, until WW2, no one could speak English outside of the British Empire and the US
Then Americans became the cultural hegemon and invented mass media (pop music, Hollywood and later the internet) which spread English language to commoners all over the relevant world (Europe, East Asia, Russia....)
