They're both first class in the first category but Japan wins it.

Japan does not have nearly enough resources to win this war, the absolute VERY best they can hope for is a stalemate or Pyrrhic victory.

Either that or they pull a UK and let the Russians win the war for them.

Taking into account the monstrous size of the IJN and the joke that was the Kriegsmarine, Germany simply cannot touch Japan, and on the other hand Japan can bomb the shit out of Germany from its shores.

Japan is quite large. Heck, the place is 11th most populous nation on Earth. Unless you count Russia, Europe starts at the 18th place with Germany at a deficit of 47 million people in comparison.
And Germany is on the extreme high end of Europe.

I'm going to with a stalemate. Germany has pretty much no capability to invade Japan, but the Japanese ground army would be crushed by the Germans. It'd probably turn into a Cold War.

Japan's Navy triumphs over Germany. Not sure about Army or Air Force.

Germany has access to oil through Romania. If the oil blockade is placed on Japan, then Japan may be in trouble.
