The only certain thing is that parts of the body associated with fertility and childbearing are emphasized. Plus, I doubt Paleolithic women had access to a supply of food high enough to become THAT fat. They were probably a little fat with a steatopygian body and the statue exaggerates these traits. Fat women in modern times are rightly seen as gluttonous. Thickness in the olden time was representative of being well fed when few outside aristocracy were. Just like how an average looking guy being a man whore is celebrated while a good looking rich son of an influential father being one is seen as lacking character.

If something is easy to get and you consume too much of it you're seen poorly in society. As another example, an underage kid with little money drinking a fifth at a house party without shitting and pissing himself is praiseworthy. A 40 year old man with a job drinking the same amount will be judged badly no matter how well he handles it. When you can easily do something in excess, doing it is a sign of poor character.
