It wasn't *just* deportations, there were also confiscations of property, restrictions of business and education, travel, and the like. But yes, intentional mass murder didn't start right away.

A combination of ignorance as to the precise details (Yeah, bad things are happening to minorities, but you wouldn't often see a Jewish guy being dragged away to a concentration camp right in front of you), hysteria from a very well oiled propaganda machine, and a sense that Hitler was going to recapture Germany's lost destiny, and if a few people had to be stepped on, well, that was regrettable, but it's worth the price of admission.

Once open war broke out, things became more radicalized. After you had millions of people dying, especially in the ideologically charged war in the east which had other mass murders not always directly talliedi n the Holocaust, it becomes easier to rationalize eliminating minorities in your own turf. Now add in the fact that Hitler often gave very vague directives and encouraged autonomy in groups like the SS, and was very public about not liking Jews, and it's really only a matter of time before someone comes up with the idea that making their sector "judenfrei" would curry Der Fuhrer's favor.

Random strangers probably won't know the answer to the question you're asking. And even if they do, they might not want to talk to you right at that moment. They have lives too.
