There appear to be three main hypothesis I've come across:
1)moral panic
2) conspiracy
3) a suspicion of foreign cultural influence following the Punic wars
4 to stop people misusing the cult for personal gain
There is an interesting theory that the specific restriction that only 3 women and 2 men could gather was because this was below the threshold of witnesses needed to ratify legal documents and some people may have been misusing the cult as a front for killing people after getting written into their wills. Hence the charges of conspiracy and the very specific wording of the law restricting the bacchic rites.
