Herbert Hoover actually tried that with the 1929 Agricultural Marketing Act. It didn't work cause farmers kept deliberately overproducing and using up the government's budget for it too quickly since they could just sell to the government rather than the market and the government wasn't selling enough of the surplus products to break even. It's why there's production limits since the Agricultural New Deal programs of the 30s. Long probably wanted more money for such a program since they only used half a billion dollars as their budget.

Nah. Here's how it always goes.

>USA vs CSA vs AUS
>CSA takes Washington and gets the most gains out of the central corridor
>AUS fails to push west, 50/50 Mexico declares war and a Mexico peace event cucks AUS out of their gains and hands Texas, AZ, NM to Mexico out of nowhere
>CSA-AUS border stays stagnant because it's all mountains
>CSA has the only meaningful navy so they fuck the AUS in resources and industry
>The push west is a slow crawl but it's just a matter of time until CSA takes Denver
>Eventually mops up AUS
>War finally ends in 1946 and there's no time to do any of the post war focuses

The main problem is that the CSA just takes all the best areas to start with, and the AUS gets fucked over by Mexico's peace event. And the USA is fucked from the start because all they get is an easily-cut-off corridor and the empty, empty west. There needs to be more internal conflict in the CSA and the USA needs to have a better chance of actually winning.

There also needs to be a chance that the PSA doesn't secede and they remain in the USA, that would make the war tougher for the rebels.

As for WK2, it's "balanced" in that one side always shitstomps the other in a year or less. It's a coinflip which one it will be though.

More often than not in my games the USA wins practically all the time with the CSA winning the remainder. Never seen AUS victory. For WK2 it's either Germany takes France and doesn't invade Britain because naval invasion AI is still horrible or France conquers Europe, making Napoleon emerge from his grave to vigorously masturbate. You also have to remember he used his corruption for good.

For instance in his home parish the local school administration refused to accept the free textbooks he was providing to school children so what he did was refuse to sell state land to the federal government to build an airport for the air force (hence tons of jobs) until they did it.

Another thing he would do is pay for and eventually abolish the poll tax (pay to vote) that kept poor people outside of the political system.
