European armor was already becoming more and more extensive and effective prior to the development of firearms, as technology and economics allowed for the expanded use of plate armor by more troops, leaving bows / crossbows ineffective except against horses and unarmored or light (chainmail) armored support troops.
With no guns, the traditional fully armored “medieval knight” becomes an unstoppable force, except by another armored knight in hand-to-hand combat.

I suppose way down the historical line, steam powered crossbows could be developed but pneumatic (air powered) would have been developed first and would be more practical but even then, they’d be large ballista sized crew served weapons to penetrate the full plate armor that was already capable of defeating conventional bows and crossbows.

Powerful airguns. Pic related a real airgun used in the napoleonic wars. Comparable power to a musket but way more expensive which is why it didnt catch on.
