I would theorize it was fear that if one country succeeded in taking back its own natural resources they feared it would give other countries the idea they could do it too. The way "Neo-Colonialism" works is that western companies through during decolonization kept the resource rights even though the westerners were supposed to be leaving. Its why places like Nigeria have all this oil but all the money goes to foreigners and the locals get nothing and the country remains poor.
