Except they did do all those things. Have you literally never read a single book about the Punic Wars? Rome was utterly ruthless in victory, they leveled the city of Carthage and enslaved ever man, woman, and child they didn't kill outright. They systematically destroyed every trace of Carthaginian culture when the absorbed their territory into the Empire. I mean fuck, Roman histories are one of the only real written sources we have about the Carthaginians because of how thorough their annihilation was.

Carthage was a Punic culture, ruled by Phoenician settlers. They were intermarried to Berbers but they would also intermarry with Iberians, Sardi, Sicels and whatever women they were governing over.
