The "residual fragment" is a really, and I mean really shitty translation of Abfall/Abfälle which means "trash" in German. Probably the translator did so deliberately in order to change the message.

"Abfälle" is better translated as "scraps". Like "scraps" off of a plate you would give to a dog. It can mean trash, but given the context that seems unlikely.

A direct translation would be something like "The scraps of the former Soviet Union", which technically makes sense in English but it doesn't fit. You would be better off saying "fragments of", or rewording the sentence.
