Anon he explicitly added a lot of the restriction and laws in Rhodesia under his rule. He was never "reasonable" or "liberal-minded" because he only became that when it turns out white rule wasn't gonna last for nearly ever or be extremely easy to prolong anymore. He WAS the white minority rule guy in a party EXPLICITLY out to cement.
