It is a geographic curse. The Germans dont have defensive borders so they must be more expansive and agressive to protect themselves. Russia faces a similar problem.
A nation like Britain actually has very little need for an army or war with othwr major powers as long as it can control the seas. You will notice that Britian always reacted agressively against anyone that threatened it sea superiority. That is until they were completely outstriped by the US. After that there goal was maitaining favor with United States goverment.
