What the chart shows is a huge spike from late 1999s. Exactly when the Dot Com bubble crashed. Then once again in the 2008 when the global economy crashed.

Dot-com bubble affected all booming IT industries that was connected to the US market. Japan was obviously one. While US may have been hit the hardest, it was due to its relatively large IT sector. Japan also had a large IT sector relative to its size.

When the US market invested in dot-com bubble so too did the other investors around the world. Japan did. Many europeans did.
