Japan's housing went down some 60%+ and haven't recovered since. Japan refused to take the fall and now they're stuck, they will never see growth again. The same problem most western countries face today.

Dot-com bubble affected all booming IT industries that was connected to the US market. Japan was obviously one. While US may have been hit the hardest, it was due to its relatively large IT sector. Japan also had a large IT sector relative to its size.

When the US market invested in dot-com bubble so too did the other investors around the world. Japan did. Many europeans did.
