In heraldry it's called a semé motif. I've been told that it's supposed to represent infinity, possibly as a statement (like, "the power of the French kings spreads everywhere"). But it might juste be an aesthetic choice too, we're not even really sure where the fleur-de-lys comes from. They might even originally be bees, as it was a symbol of the Frankish kings.

Oh yeah, didn't mean to say that it's not a flower. It's a lily, it has Christian signification, was also used by Romans as symbols of royalty, and then later Franks and Lombards adopted the flower as a symbol as well. But historians with possibly too much time on their hand have debated about how the lily went simply from symbolic flower among others to heraldry, how and when it became particularly the symbols of the French kings, or on the fact that it looks more like an iris than a lily.
The official story for the French kings was that God sent the symbol to Clovis, who was considered the first king of France in royal historiography.
Fun fact, the medieval coat of arms of Bulgaria and England are almost the same.
