It's implied heavily that Latro had a connection to the Phoenicians before he got brain problems, and Soldier of Arete ends mentioning a ship heading for Syracuse. Latro wasn't necessarily part of a group of Romans in Xerxes' army, just one of the many mercenaries there.

It was an accurate representation of Herodotus' representation of early 5th Century Greece. The real question is how much did the Father of History get right.
