Yes, it was a completely new form of government in what was considered one of the oldest, strongest monarchies in Europe. It was a complete social, political, religious upheaval that changed the entire continent for the better.

Not really. The "revolutionary" elites continued to policy of centralization started by the French kings by suppressing regional identity and enforcing strict Parisian rule, instead of turning France into a federal state. It merely took royal centralism and perfected it, they didn't eliminate it. These "revolutionary" elites were just as bad if not worse than the ones of the Ancient Regime. The true French Revolution has yet to come.

The French Revolution of 1792 was revolutionary, in that it not only deposed the monarchy but instituted a completely different form of government while instituting policies aimed at eradicating all trace of the former regime through executions, strict laws, and so on.
