For practical reasons maybe. Like, if a breakaway Sichuan starts selling their natural gas to you it would be helpful to recognize Sichuan as an entity.

Possibly, but the idea of an unified China is so deeply rooted in every Chinese, each individual state will try to conquer each other and until there is only one left.

The Cold War wouldn't allow that to happen. The US and friends would back the KMT and allied warlords against the Chicoms. The most balkanized it could get would be a communist Northwest vs a Nationalist Southeast with perhaps an independent Tibet aligned with the West and/or a indepndent Xinjiang aligned with the East.

Chinese reliance on the societ union for protection might mean that if they experience a sino-soviet split like OTL that the Soviet's could pressure them into returning Inner mongolia to the People's Republic of Mongolia.
