For your information, there were a couple of empires in Europe, that were ruled by the emperor's unlimited power. If that is what you would call despotism, there you go. For example, in Germany, during the second world war, there was a man, with an easily recognisable moustache. Would he stand for your understanding of a despot?

I'm referring to Russia. Since Russia is autocratic and despotic and they have so many strict social codes, they are more Asian like in their way of thinking rather than the civilized and liberal oriented democratic European governments. Say what you will of Germany but Germany is more civilized today because they are European and they have a democratic outlook on society where Russia is more Asian.
