The unrestricted submarine warfare issue was complicated. If they shoot without surfacing and saying they're gonna sink the boat, it's a war crime and germany loses a huge amount of public favor. If they did surface well then it's all legally ok, but transport ships started hiding guns under canvases and when the ship surfaced they would unveil them and blast the sub to pieces.

Also in addition, Wilson was basically making it increasingly harder for Germany. Now originally Wilson said Germany can't shoot at ships that have Americans on it if they were American ships. That's fine, America wasn't at war with Germany. Then he added onto that neutral ships, which still was technically fine. Then he added Americans being on British ships, even ones transporting ammunition. Germany literally could not sink British ships heading to America without killing Americans.
