As a Spaniard... yes.
It's hard to answer that question, he wasn't a good guy but in the civil war his Nationalist side was the lesser of two evils. No matter who would have won, Spain would have lost. If anything, Franco's Nationalists winning the war was untimately the best outcome available because once Franco died Spain very quickly changed for the better. Had the Nationalists lost and the Republicans put a Communist government into power upon victory I doubt it would have fallen and transitioned to a better government as quickly as it happened with the Francoist regime's fall.

The only way he's not a villain is that the other side was even worse than he. That said, as far as the power struggle on the Nationalist side goes, he's probably the second best choice for leadership (I'd give first to the Carlists).
franco was strongly anti communist, he is no villain to me
