Because the experiment had run its course. The free capitalist side was thriving, and the gray communist side was atrocious. When the wall came down, exactly zero people went from West to East.
There's no point of making a wall like that when the rest of the country is separated by just a simply chain link fence

The fascists were already in the GDR and held a number of high offices. The exact dogma that you serve doesn't matter, as long as you can use it to exert authoritarian power.
