Why were Song Dynasty generals so quick to admit defeat to enemy forces? Almost the entire military history of the Song was pathetic.
They lost against the Xia, Liao, and the Jin.
Although undoubtedly, their defence against the Mongols was admirable, much like the counter led by Yue Fei in the 12th century, most of the period was a constant recession into Southern China.

It is mostly because song government are not believing the warriors, as the previous government are destroyed by general's rebellion (Tang dynasty and the one after that). Therefore the first emperor of the song dynasty song tai zu have the general's power taken, for example the one that is controlling the military department is actually lierati. Plus the government's spending on states are actually less, cause fear of the states will rebel, therefore they do not have enough defense against the tribes.
Song was the only dynasty that didn't have any military rebellion in Chinese history.

Ming dynasty (the one after yuan) did change the attitude though, the emperor zhu yuan zhang lets his son control the border areas to defend ( that system is the son can control the military, finance and politics of that state), however during the transition to his heir, the one of the son do not obey and rebel, after that son got to be the emperor, he abolished the system that his father made, and the state continue s on under the government.
Referring to the second question though, song actually won a few battle against the north tribes, as they try to reform the system (Reformation by wang an shi). However that reform was unsuccessful due to wang an shi not listening to the opinion. And they cannot fight back to gain the northern area.
