He was actually a pretty decent dictator, mainly ruling though carefully distributing power among local tribes and balancing these delikate relations. Sure he also oppressed opposition in violent ways but way less than other dictators, and he also never commited genocides. Tje bombings you cite btw also werent commited by lybia, they were done by Iran and syria, but the west blamed them on gaddafi because he was a relatively isolated figure in the arab world so you could attack him without big risks, and gaddafi also liked to play that role of the rebel against the West.
