Obviously he didn't want to keep them, so he set up camps. Remember, the Jews could have left Germany long before the camps were started. The disease and hunger that affflicted the Jews was a tragic result of war, similar to the Japanese condition in the U.S. Imagine what would have happened if 6,000,000 Japanese existed in the U.S. just before the war, and the Allies lost. Do you think Hitler and the Japanese would ever let us live it down?

first, you assume that Jews WANTED to leave Germany. They didn't. They had lived there for centuries if not longer. They were citizens with occupations, families, colleagues living in an environment that was familiar to them. They spoke German and fought for Germany in WWI. It was the NAZIS who forced them to leave through intimidation and discriminatory policies. They also had to forfeit huge amounts of money to the Nazis if they remained, or lost most of it if they left, thereby impoverishing them when they moved.
The second assumption is that Jews didn't try to leave. They did. All those who were capable left. Those who remained were overwhelming older and couldn't bear to start a new life in a foreign land.
