I can't say for certain, but I'd guess it has to do with:
1) The Orthodox Church is less centralized; decision making is basically done by committees of "local" autocephalous (self-governing) churches, while major doctrinal issues are also decided through synods with representatives of the various autocephalous churches. The Russian Orthodox Church even has so many bishops that they built their own parliament-style chamber for their annual meetings (pic related).
2) The Orthodox Church, unlike the Roman Catholic Church, evolved much of its attitudes about governance while still part of the Eastern Roman Empire, and later in the Russian Empire; as a result, the Orthodox Church had a much greater respect for the temporal authority of the monarch (so there was no reason for a Church of England-type schism).
