in all history, I'd bet on Spain.
Their pillaging through the New World during the early days of the empire yielded immense wealth in the form of Gold and Silver, especially Silver. The Spanish even discovered an entire mountain made of silver, the Potosi mountain, which increased the entire world's silver supply by more than 1/3'rd.
Of course this quick discovery of insane wealth led Spain to suffer from runaway inflation that ended up breaking the Empire's finances just a few decades later.

The USA in the immediate aftermath of WWII was by far the wealthiest nation on Earth, although if you mean as an average throughout the history of said empire it's a lot harder to judge.

Mughals were neck and neck with Qing, with Mughals having the edge from 1650 to 1700 while the Qing dealt with Ming remnants, and Qing having a larger economy from 1700 onward.
