Isn't that a definition for "nation-state", not "state"?
Nation is related to ethnicity, wich in turn is roughly defined as affiliation to a certain human group with a common language and cultural patterns. For example, to actually be 'japanese', I would have to, at the very least, consider myself one and be considered part of that group by the rest of its members.
Country is a geopolitical category. It depends on notions such as sovereignty and law.
State is usually undestood as a form of political institution or government, with specialized division of labor and hierarchical verticality. The term is often applied to non-modern societies with pronounced hierarchies, urbanization and monumentality. The tahuantinsuyo or Inca empire, for instance, is considered a state, despite the fact that nowadays the term itself raises serious methodological concerns.
