You can honestly claim the same thing about the Celts of modern day France and England or any other "barbarian" group of people.
of course there where people living there but back then it was probably just another land filled with loosely based communities and haven't mastered the art of writing.
Hence this is why only when the more learned Phoenicians arrive (whom have been a group of people located in the middle a culture hotspot) then thus the place gain both recognition and finally had people recording their own history on text.

Not really, Neolithic and Bronze age cultures left behind remarkable remains in France: menhirs, dolmen, mausoleums, shit tons of bronze tools, weapons, fucking sophisticated bronze cuirasses (pic related was made in 1000 bc), and Celts had even cities in Germany in Pre Roman times (7th century bc)
Tunisians or Algerians/Moroccans had literally nothing like this
It's not about writing, they didn't leave any monument, artwork or sophisticated weapon/tools behind
