It's more apparent and persistent in a single-party system because there's no real incentive for reform. In a multi-party system the opposition can champion reform to get elected, but without an alternative most people just accept the level of corruption and pray it doesn't get too flagrant.

Instead of multiple parties you just get a single party that's split on the issues that would be addressed by separate parties.
It's just not as transparent as multi-party.
No way to ensure genuine loyalty to the party ideology after the first generation, so you wind up with rule by sycophants and social climbers, who often undo the work of the revolutionaries who founded the one-party state.
This is why ML states fell to counter-revolution.
