Im a super simple layman who knows about Otto Von Bismark through anime. Explain to me how The Blood and Iron Chancellor was a negative for that region of the world.

He wasn't a negative. He united the German states through a series of short, decisive wars, and then worked afterwards to ensure diplomatic stability in Europe. His reputation is generally that of a great statesman and strategist. He is more-or-less the founder of the German state.

That said, the unification of Germany under Prussian conquest (as opposed to a liberal unification like the failed 1848 Revolution) caused Prussian militarism to influence the culture of Imperial Germany. Much of his work towards European stability was also subsequently undone without him at the helm.
