they are descendants of the frisians and frankish tribes. Old frisian was poken in the northern dutch provinces while old dutch(franconian) was spoken in the southern dutch provinces until the frisians were mostly assimilated into the Franconian dutch language with the exception of friesland and drenthe.

We've created our wealth with the water. Fought with the water. And eventually we've mastered it, drained an entire sea and converted it into ariable land. Our defensive military strategy consists of breaking the dykes and killing our enemies with the floods.
Seriously though, its all location based. The Low Countries are situated on the single most important river delta in Western Europe, meaning early on the Dutch we're more focused on trade and less on production. Thanks to the riverlands we've almost always had sufficient arable land and rarely suffered from famine.
Different natural regions breed different cultures.
