Even if Hannibal could feed his men, he wouldn't be able to sustain a siege of Rome because of the fact that the city still had food coming in from the Mediterranean, which the Carthaginian navy was unable to stop.
Furthermore, Hannibal didn't even have the manpower to do it anyway. If a siege of Rome were possible, he would have done it.
