What evidence is there?
Earliest recorded bronze was from Majiayao culture, which pre-date the IE settling population. In China it is considering its own culture, unlike some western claim that it is part of a Yangshao culture, that originated around the Yellow River. Either way, the bronze technology spread to Yangshao Culture and further to Erlitou culture, that was the predecessors to the Shang, or even Shang themselves. (or the Xia that some want to desperately prove)
The first documented use of chariots is during the Shang, used by king Wu Ding ruling from 1250BC.
Most likely the Chariot technology spread when the IE invaded the region, replacing the original inhabitants. Highly unlike there was any IE elite considering Shang grew from Erlitou Culture, indigenous to the Yellow River.
