Why have outlaws, thieves, pirates, etc had such a large impact

Why have outlaws, thieves, pirates, etc had such a large impact on popular culture? What exactly does the average person see in a masked bandit, or something like Robin Hood? Is it all romanticism? Is the antihero trope inherently one that belongs to folk tales?

Imagine a terrorist attacking your government or one of your nation's largest businesses. Sucks, right? Creates unrest, steals, maybe kills people.

Now imagine a terrorist attacking a government you hate or a huge corporation you hate. That's how outlaws become romanticized. You see it even today with the likes of Snowden/Kaszcynski/Assange/Cliven Bundy, despite their uncertain political allegiances. They fought with varying degrees of success against an element of government that many are repulsed by.

Many ordinary people feel aggrieved by society, and wish they could just take what they feel is their due from the rich bastards they feel are holding them down. Outlaws offer a safe route to fantasize about such things for people who would never actually commit a crime in real life. The same is true of serial killers, who often attract fanatical followings of fanbois and girls who use these horrific criminals to safely explore themes of violence and misanthropy that we are all plagued with from time to time.

Well the boom of these stories in popularity are after the Revolutions where the new elite wish to imply that heroes are all just commoners.

Robin Hood and Zorro, the two I can think of off the top of my head, were both noble born characters by the time of the revolutions. The highwayman legends also seem to point to noble antiheros as well. This seems like it reinforces the fact that the common man needs nobles to intercede on their behalf.

most human beings are/feel powerless, and romanticised images of exceptional individuals who shake up the dominant social order of the day are thus attractive to those people
