or did it arise independently
I don't think it is possible to say
But I would like to point out Mussolini started as a socialist
See: The Anatomy of Fascism by Robert Paxton
Fascism is based on socialism you mong.
Lenin literally said that Mussolini could bring socialism to Italy.

It couldn't really have existed in it's WW2 era without at least socialism Both fascist parties in Germany and Italy were socialist before being taken over by fascists and molded into their personal political parties. Without those existing in the first place its unclear whether or not Hitler and Mussolini would have been able to consolidate power quickly as they did.
It's kind of funny to think that Mussolini being a de facto communist would inevitably lead to him being a fascist once he got in control of the party in that case. He never really cared about communism, just power. He's a lot like Oswald Mosley in that sense
No. Fascism started in Italy. There was no major communist threat at the time. The liberals (classic liberalism) were in power and things weren't going well.
Mussolini was a socialist before he invented fascism. Essentially Mussolini wanted the support of the military, the support of the industrialists and the support of the middle classes. So he came up with fascism as a compromise.
However in doing so he undermined the basic tenets of socialism but Mussolini didn't really care about those. He was a socialist for other reasons.
Both were Anglo psyops to keep Germany and Russia divided

>or did it arise independently
Others already gave answers, but I would like to say this is not possible
Different ideologies are always competing and interacting
