It's somewhat screwed over by its own geography, it's constantly battered with hurricanes and earthquakes which makes it hard to pick up the pieces when they keep getting destroyed coupled with already poor infrastructure. It's also extremely deforested and it's affected the soil making it less arable and lots of poor leadership for decades.

From American occupation to support of dictators and later embargos the history of the US and Haiti is one that seemed to be more predatory than beneficial.

The biggest factor in my opinion was that after the revolution no other country would recognize nor trade with Haiti. The black market was the biggest economy for haiti for a long time.

Add to that the massive debt France forced Haiti to pay for hundreds of years,, various years of US military occupation, frequent revolutions, natural disasters, general corruption, foreign aid corruption, and undermining of haitian farms and businesses by cheaper US products.
the last one is important because it causes local businesses to fail leading to unemployment and dependence on foreign products, whose prices can be raised to the point where an average citizen barely makes enough money to pay for food to survive each day.

The US gives food aid to a lot of neighboring countries in return for being allowed to harvest their resources.

Haiti doesn't have anything to harvest so they get no aid.

If the neighboring countries stopped receiving aid, they'd be just as poor. In fact a lot of places in the neighboring countries are indeed just as poor. But there are some semi-functional regions that make the whole look a bit better.
