Austrians and Germans aren't really all that different and used to see each other as brothers, he fought for the Germans in WWI and by the time he held any office, he was a German citizen (German citizenship mainly goes by blood or other factors, not by place of birth, unlike the US, anybody with a proper citizenship can hold any office)

It was a deliberate attempt to look a little like Chaplin. Everyone loved The Little Tramp character, may as well try to use that affection - the tramp was always the lovable hero, sticking up for the little guy against the bullies.

Maybe the modern equivalent would be dressing a little like Captain America, but there isn't a contemporary character with the same resonance as the Tramp in the 20's and 30's
