Regards to Bomber Harris, KIDF will say he mentions "Reap the whirlwind" as a reference to bomb Dresden. Apparently, in an interview Harris mentioned this was a response to Operation Barbarossa, hence "Sow the wind" (Referencing Operation Barbarossa) and "Reap the whirlwind"(Referencing Operation Overlord and Bagration). The talks about Rotterdam and Warsaw were just mentions and irrelevant to the saying.
