There was no dominant power for most of medieval Europe, only fairly independent princes who each fought to make their demesne bigger. After the death of Frederick II and the "statutum in favorem principum" the dominant power was France. The only moment that the HRE knew a real power of glory of its own is when Charles Quint ruled it. Before that, despite being home to rich and big countries, it was nothing more than that ; a federation of big countries fighting each other, whether for communial power, for religious turmoil over the papacy, or for local heresies.

I would actually say the contrary ; France played an important role before the hundred years war. It played a role when the King of southern italy was a frenchman, when the kings of France ruled a centralized country that finally toned down the local barons, when they conquered Normandy, when they inherited Provence, when a frenchman was ruling Navarra, when a frenchman was ruling Hungary, when the pope lived in Avignon, when the Emperor had to officially renounce his claim of being the liege of the King of France.
The Hundred Years War severly weakened the french crown, and the duchy of Burgundy almost fell into the Emperor's hands afterwards. Then Charles Quint ruled the land with a great fist and the french, though still a great power, were heavily contested and behind the germans and the spaniards.
However, for the medieval era, the great men were all frenchmen ; And France was a great power. Much more than the Empire who kept being in civil war, whether it was with the investiture controversy, with the rise of the italian republics, with the conflict between the guelphs and the ghibellines, with the rise of the Hansa, or the hussite heresy.
