Actually I went to a Military College which still kept the traditional wool blouse uniform, and I can tell you that shit sucks: too hot in the summer, too cold in the winter, and having it on your skin is uncomfortable as fuck which is why we always wore cotton shirts underneath.

Magnify that by the hot ass Mediterranean sun, centuries more crude textiles ("what are sleeves?") and the fact that you'd be living in an un-insulated concrete box, and it's no wonder that Romans needed bread and circuses to keep them from rioting all the time.
