This is would be Japan in WW2

Perfidious Albion would have still meddled in Japan. They caused the Meiji Restoration to happen. Because the Shogunate wouldn't let them in to trade.

If anything, they would be under Russia's sphere of influence.

Japan remains independent and the Shogunate still falls, but development might take a bit longer. Russia and Britain would have greater influence in Japan and Korea would be independent or a Russian protectorate. Japan is more of an upper-middle tier state/economy today, like Thailand (which similarly avoided colonialism but was still pushed around some by Britain and France).
