They would never have been able to fully hold the other save for a short period in the early 1200's. Even then, the two were making the smartest plays by farming each other for XP. By the Renaissance and Age of Sail, it was over for the rest of their competitors.

France was the reigning military and cultural power on the continent for a long time, and was the only one who could really threaten or challenge English domination of the seas or colonies. Napoleon conquering continental Europe was much more dangerous to England than the Spanish Armada
