The etruscans were actually dominant in central Italy. Their occupied most of the thyrrenian coast all the way to the appennines all the way down to Campania. They had a few outposts in modern day Emilia Romagna, but they were more trade stations than anything.
Northern Italy was split east to west between venetics, cenomani (celts), boii (also celts) and ligurians.
The south was made up of bickering greeks and a few italic and preIE tribes.
