Also his repressed homosex tendencies and general eccentricity make for a nice story.

He paid for those fairy tale castles exclusively using his personal spending money. Other monarchs just used it on parties. I've never seen anything to suggest that their construction was a problem for the running of the state, and it seems likely that considering how well they attract tourists they've probably payed for themselves several times over by now.
