Actually it doesn't, not in taxes anyway. It's more complex than that. In Belgium you pay taxes according to where you live, not where you work. A shitton of Flemish people work in Brussels but don't live there, so the capital generates wealth it can't collect directly. That's why we have an agreement that tranfers money from Flanders to Brussels to compensate this. Flemish nationalists are eternally butthurt over this though and the fact that Brussels' politicians have a reputation of being inept corrupt Walloons doesn't help much either.
