For the longest time, the canadians were under the protection of the British Empire, who was militarily superior, and then diplomatically close, attempts to take canada (1812) failed miserably, and by the time Canada had gained independence, they'd grown a unique national identity, so taking them over would be difficult, and problems with intergration would be rife, additionally America had placed itself in international politics as a "policeman", if America started annexing fellow democratic countries it would've been a massive geopolitical shift in the cold war, in modernity the same still applies.
