It's really shared among the first three that the FPBP just cited. Commerce and money are part of culture, and these three rule the roost on that as well.

The so-called "world cities", the top-dick Alpha+++ rated places for all of the things just under discussion, are NYC, London, Paris and Tokyo.

Commerce is certainly a part of culture, but it's not the only part.
I could definitely see New York being it tho. With all the books, and movies and stuff like that made there, as well as all the business that started and are run from there.

cultural capital doesn't mean the people are highly cultured, it refers to the level of culture in the city. NYC is most certainly the cultural capital of north america with its multiple world class museums, cinemas, and theaters.

I dunno man it's like...nyc is just a place where commerce is done, whatever "culture" that follows is simply stuff done as an afterthought brought in to entertain the investment bankers and their rich clients and tourists. There is no "scene" really except for maybe Broadway plays.

Cultural center implies a sort of creativeness and originality. Cultural creation not a place to display and consume it. I'd rank a place like LA because of Hollywood as an authentic cultural center way before nyc.

As another lifelong resident of NYC, I'll have to disagree. I'd posit that California culture is the quintessential American culture now consumed across the world but NYC is still the cultural capital of America, if that makes any sense.

Everything is produced in LA though. Sure NYC has plenty of theatres and galas and what have you to showcase stuff, but it doesn't produce much, and even the stuff it does produce like late night tv shows are simply a corollary to the Hollywood movie scene.

Literally half of your list is just a warehouse of other culture, Broadway yeah okay, never was too much of a fan the dadcore hipster rock music scene of Brooklyn but even that I'd say a place like Portland is more known for.

Access to culture != Creation of culture, therefore in my mind nyc is not a cultural capital, although of course it outranks a smaller city that would only have three or four museums or something.

I mean yeah, economically powerful cities tend to be cultural centers too. people can have different definitions of culture, but in terms of things that vast numbers of people are exposed to/aspire to/enjoy those cities are majorly important. I'd probably include LA in that too.
