Can a proponent of this please provide evidence?

The Franks (the progenitors of French culture) were Latinized Germanics from the Lowlands. Although there is also major Celtic influence since the Gauls had been inhabiting the area since time immemorial and a large number of native Britons migrated and settled in what's now Brittany.
Also Anglo-Saxons are Germanic, and most modern "English" people have significant Celtic admixture.
